Part 2 - Fabric

Perhaps the most distinguishing characteristic of the 10th Doctor's blue suit was the fabric itself, which had "rust"-colored pinstripes woven into the material. 

Interestingly, the blue suit fabric varied drastically in appearance on screen (subjectively, of course), particularly in regard to the pinstripes. 

Unlike the pinstripes on the 10th Doctor's brown suit, the pinstripes on the blue suit were often barely visible:

Much of the time, the fabric just looked like a solid blue.

Sometimes, the pinstripes wouldn't even register as red on-camera, although digital color-editing may have certainly been a factor.

Being lightweight cotton, the fabric wrinkled rather easily, even when (almost certainly) being stabilized with various types of interfacing, as tailored suits often are!
